Responsibilities:

 

1. Overall Job Purpose

Lead the daily operation and manage the system facilities of the site. Collaborate with the housing management team, services in charge and manage all system-related facilities matters in the site and provide technical facilities management support to other Rehab units in the Tuen Mun greater area.

 

2. Monitor outsourced service providers

2.1 Act as a first line manager in managing and monitoring the daily operation of the outsourced service providers in maintaining the smooth, safe and healthy environment for living where resources are utilized cost-effectively and efficiently.

2.2 Monitor the performance of the outsourced service providers in line with the Service Level Agreement (SLA) and Key Performance Indicator (KPI) and ensure the service contract terms are fully complied.

 

3. Maintain facilities

3.1 Oversee and/ or coordinate maintenance/ repair work assignments in different system & facilities aspects.

3.2 Work with outsourced service providers to prepare the tender documents or request for quotations for the works relating to the improvement or repair and maintenance of the facilities.

3.3 Plan and monitor matters related to finance (budget monitoring), Manage the vendor contracts and procurement for facility-related services.

3.4 Supervise technical staff and contractors, coordinating maintenance and improvement projects.

3.5 Conduct regular inspections and implement preventive maintenance programmes.

3.6 Oversee and Monitor the technical teams works to ensure the job order completion on time.

 

4. Stakeholder satisfaction

4.1 Develop a positive working relationship with all stakeholders and residents by quickly and efficiently attending to their needs and concerns.

4.2 Handle any complaints, emergency/ incident escalation, oversight of response and track resolution, inclusive of Reporting and Root Cause Analysis.

 

5. Compliance

5.1 Develop and execute all-encompassing operations plans, guidelines, regulations, procedures, and systems.

5.2 Train, supervise and motivate in-house team/ outsourced service providers to ensure the system and facilities-related services are delivered per required standards.

5.3 Lead emergency preparedness and safety initiatives, including drills and protocols.

5.4 Check and implement the system and facilities to compliance with the latest license requirements.

 

Other duties as assigned by direct supervisor.

 

 

Requirements:

- Bachelors' Degree or above in property, facility management, technical or related disciplines.

- Minimum 8 years of relevant experience in operation, repair and maintenance of the large commercial/ residential complex, of which 3 years at supervisory level with proven leadership experience.

- Member of related professional institute. Holder of PMP license (Tier 1) and Chartered Engineer will be a plus.

- Conversant with DMC, BMO and relevant ordinances.

- Good time management, strong analytical and problem-solving abilities, with a data-driven approach to decision-making.

- A good team player with strong organizational and communication skills, customer-oriented and detailed minded.

- Proficient in using Microsoft Office applications.

- Excellent command of both spoken and written English and Chinese.
