Job Description
The Deputy Head of Programmes will work closely with, and report directly to, the Head of Programmes. This leadership role exists to support the Head of Programmes in the strategic planning, execution, and continual improvement of all programme activities. The Deputy will ensure that programme objectives are met, quality standards are maintained, and the delivery of services remains aligned with ImpactHK’s mission. When required, the Deputy Head of Programmes will deputise for the Head of Programmes, acting as their representative and ensuring smooth continuity of operations, oversight, and decision-making during any periods of absence or delegation.
Key Responsibilities
Programme Strategy and Development
- Support the Head of Programmes in the formulation, implementation, monitoring, and review of comprehensive programme strategies, annual plans, and objectives that align with organizational goals.
- Contribute to strategic discussions with senior management and provide recommendations based on programme data and emerging community needs.
- Collaborate closely with the Head of Programmes to develop, maintain, and enforce best practice policies and procedures across all service areas.
- Deputise for the Head of Programmes as needed, ensuring strategic initiatives remain on track and programme direction is maintained during times of absence.
Programme Oversight and Delivery
- Support the management and delivery of all programme services, working directly with team managers and service leads to ensure high quality outcomes.
- Oversee key areas (such as Community Development, Alumni Programmes) and act as the main programme lead when delegated by the Head of Programmes.
- Support the Head of Programmes in developing and sustaining partnerships with service collaborators and external stakeholders.
- Deputise by chairing meetings, addressing operational issues, and making authoritative decisions within pre-agreed parameters or during the absence of the Head of Programmes.
Grants, Monitoring & Reporting
- Assist the Head of Programmes in monitoring grant compliance, preparing reports for funders, and maintaining relationships with funding agencies.
- When deputising, ensure the continuity of grant management, reporting, and funder communications to guarantee compliance and transparency.
Financial and Budgetary Control
- Contribute to annual budget planning for all programme areas, collaborating with the Head of Operations.
- In the absence of the Head of Programmes, assume authority to monitor, authorise, and report on programme spending within agreed thresholds.
People Management
- Lead, supervise, and develop multidisciplinary teams, supporting recruitment, training, appraisal, and team building.
- Foster open and timely team communication, motivate staff, and model organisational values.
- Deputise during the absence of the Head of Programmes by overseeing dispute resolution, approval of team decisions, and upholding HR protocols.
Qualifications and Skills
- Keen understanding of and passion for ImpactHK’s vision and mission and communities served.
- Minimum of a Bachelor’s degree in social work or related discipline (Master’s preferred) with relevant management experience.
- Minimum 8 years of professional experience in the social service sector, including a minimum of 3 years in managerial roles.
- Strong leadership, planning, organisational, and communication skills.
- Demonstrated ability to deputise and confidently make decisions in the absence of a direct supervisor.
