The University is looking for a dynamic and high-caliber professional to fill the Senior Purchasing Manager position. Reporting to the Director of Purchasing, the Senior Purchasing Manager leads procurement teams composed of Managers and system-supporting staff providing one-stop procurement service for the University community.
The appointee will provide professional advice and assistance to the University’s users throughout the whole procurement life cycle from preparing quotation/tender documents with clear requirements and specifications on the product or service to be procured, sourcing potential suppliers and contractors, assessment, to execution of contracts. Through working closely and effectively with the users, the appointee shall aim at delivering the best value procurements and continuous improvement solutions to meet users’ needs and to support the University’s mission in research, teaching and administration. The appointee will be required to participate and give advice in various committees and panels for different projects assigned to the Purchasing Office.
Besides, the appointee is also responsible for overseeing the procurement process to ensure compliance with statutory obligations and the University’s Purchasing and Tendering Regulations and Procedures. The appointee will support the Director of Purchasing in stipulating and implementing procurement strategies and serve on tender boards.
The ideal candidate should have a good bachelor’s degree, preferably a higher degree, with substantial years of work experience in purchasing in sizable organizations. The candidate should be self-motivated with strong analytical skills and a high degree of integrity, possess excellent communication and negotiating skills and be capable of building collaborative relationships with people at all levels and across different functions and cultures. Familiarity with the higher education or public service environment is a plus. (Duration: 2 years, renewable)
Starting salary will be commensurate with qualifications and experience. Fringe benefits including annual leave, medical and dental benefits will be provided. Housing benefits will also be provided where applicable. A gratuity will be payable upon successful completion of contract.
