Job Description
S/He supports a wide range of human resources and office administration functions, involves in policy development, process improvement, and ensuring smooth day-to-day operations. S/He will also assist in guiding HR and central admin staff and coordinating administrative tasks across the organization.
Key Responsibilities:
Human Resources:

Budget & Reporting: Assist in preparing and consolidating staff cost budgets, ensuring accuracy through close collaboration with business units and timely reporting.

Talent Acquisition: Coordinate end-to-end recruitment processes, from job postings to onboarding, while ensuring compliance with employment ordinances and Oxfam Hong Kong’s policies.

Onboarding & Engagement: Update and maintain orientation materials; design and deliver engaging induction programs to foster positive employee experience.

Employee Relations: Respond to staff inquiries, proactively addressing concerns and organizing team-building initiatives to promote engagement.

Performance & Development: Support performance management cycles and coordinate training programs to enhance employee growth and organizational capability.

Data & Compliance: Maintain accurate HRIS records and implement organized filing systems to ensure data integrity and compliance with regulatory requirements.
Office Administration:

Policy & Governance: Develop, review, and implement office policies and guidelines to ensure operational efficiency and compliance.

Financial Oversight: Assist in preparing office budgets, monitor expenditures, and identify cost-saving opportunities without compromising quality.

Health, Safety & Sustainability: Support workplace health, safety, and drive sustainability initiatives through coordination across the organization.

Procurement & Contracts: Manage procurement processes, negotiate service contracts, and oversee timely insurance renewals to safeguard organizational interests.

Records & Communication: Keep administrative records organized and facilitate smooth communication between units and teams.

Travel & Vendor Management: Support travel policy implementation, manage vendor relationships.

Volunteer & Intern Programs: Develop and manage volunteer and internship programs.
Requirements:
-
Degree in HRM, Administration, or Business Administration with at least 8 years of relevant experience. Candidates with less experience will be considered as Human Resources and Office Administration Officer.

Strong knowledge of Hong Kong Employment Ordinance, MPF, and tax regulations; familiarity with China Labour Contract Law is an advantage.

Hands-on experience in payroll administration and HRIS operation.

Proven ability to manage office operations, including procurement, maintenance, outsourcing, and expense control. Ability to initiate cost-effective improvements to office operations.

Strong analytical and decision-making skills; ability to resolve problems promptly and effectively.

Highly organized, detail-oriented, and able to prioritize multiple tasks under pressure.

Excellent interpersonal skills; able to work harmoniously with all levels of staff and external vendors.

Effective communication skills in English and Chinese (including Putonghua), both written and verbal.

Proficiency in MS Office and Chinese word processing.
-
