New Life Psychiatric Rehabilitation Association

Since 1965, New Life Psychiatric Rehabilitation Association is dedicated to recovery-oriented, people-focused and evidence-based community mental health service development. The Association, with a team of over 1,300 staff members, operates more than 70 service units and projects to render residential services, employment and vocational training, community support for 16,700 people in recovery with mental illness (PIR) and their families, as well as provide mental health education to 37,500 general public annually. As a result of our passionate belief in social inclusion and self-reliance for PIR, we have established different social enterprises with over 20 projects operating currently promoted the well-being message under the brand “330”, which in Cantonese carries the homophonous meaning “body, mind and spirit” – the balance of which we all strive to attain.

Technical Operations Manager (Ref: RS - TOM)

Residential Services

Responsibilities:

  1. To be based on-site at Residential Services units to provide immediate, hands-on support for technical operations (building, fire safety, electricity, gas, ventilation, plumbing, etc.), maintenance and property management for their daily operation and emergency situations;
  2. To conduct routine inspections and preventive maintenance to ensure optimal facility performance;
  3. To offer expert consultation on facility management, technical improvements and risk prevention strategies;
  4. To collaborate closely with Residential Services staff to identify and resolve facility-related issues;
  5. To maintain accurate records of maintenance activities, inspections and improvement plans;
  6. To coordinate with external contractors for specialized services as required;
  7. To recommend enhancements to improve facility reliability, energy efficiency and user experience;
  8. To prepare facility improvement plans, and draft works services procurement and tender documents;
  9. To assist Residential Services units in meeting the building and fire safety requirements of the licence application and renewal; and
  10. To carry out other duties as required by the supervisor(s).

Requirements:

  1. Bachelor Facility Management, Building Services Engineering, Property Management or a related field with professional certifications in technical trades (e.g., Registered Electrical Worker, HVAC Technician) an advantage;
  2. At least 5 years of experience in facility management, building maintenance or technical operations;
  3. Strong knowledge of electrical, mechanical, plumbing and HVAC systems;
  4. Proven ability to respond quickly and effectively to emergency situations;
  5. Excellent problem-solving, crisis management, communication and interpersonal skills;
  6. Familiarity with health and safety regulations and property compliance standards;
  7. Proficiency in maintenance management systems and reporting tools;
  8. Ability to work independently and prioritize tasks in a fast-paced environment; and
  9. Good command of spoken and written English and Chinese.
