Facility Manager - Island School

We are seeking a skilled Facility Manager to oversee the management of our complex campus environment with the Building Management System (BMS). This role involves supervising essential school services, including third-party contractors and security, cleaning, catering operations, and external hiring management to ensure a safe and efficient operational framework for our community.

Responsibilities 

Operations

  • To act as the initial contact and first line manager in managing and monitoring the daily operation of the site team in maintaining the school as a safe and healthy environment for teaching and learning where resources are utilized cost effectively and efficiently

  • To supervise facilities staff and schedule workloads and provide coaching and evaluation to staff; ensure that staff are trained in complex maintenance activities and are following standard operating procedures

  • To develop assignments, timetables and responsibilities for team members for the duration of the project

  • To ensure that the environment of all classrooms is conducive to teaching and learning (all classrooms are adequately resourced, clean, well maintained and free from clutter); to be proactive in checking all classrooms on a regular basis

  • To coordinate with ESF FDD and ESF contractors on issues related to the school building repair & maintenance in maintaining the school a safe and healthy environment

  • To assess the physical space requirements of the organization and optimize facilities to meet needs

  • To provide regular reports and presentations as requested and attend meetings as necessary

  • To monitor the performance of site service contractors and ensure the service contract terms are fully compiled

  • To monitor Asset Management and asset disposal through Epicor system

  • To conduct regular site walks and identify possible health and safety hazards and to come up with precautionary measures

  • To monitor site & facilities budget expenses, establish and manage cost control systems and develop annual maintenance, repair and improvement budgets

  • To organize and direct construction personnel, and ensures that materials and equipment resources are delivered on time

  • To work independently on site arrangement, coordination, room booking and management with regards to outside hiring and internal bookings

  • To source quotations and compile paperwork for site & facilities related matters

  • To lead or coordinate construction projects, such as developing a new facility, the addition, expansion, or extension of an existing facility, or renovation/alterations to a facility in collaboration with project team, construction site and management

Planning

  • To be responsible for planning, implementing and monitoring a medium and long term strategic plan for the school site maintenance and development that takes account of the whole school redevelopment

  • To lead the school's Health and safety committee

Development

  • To assist Business Manager in exploring energy saving opportunities for school

  • To assist Business Manager to develop new rental opportunities to generate additional rental income and revenue

  • To perform other duties and assumes accountabilities as apparent or as delegated, including mutually agreed upon objectives

Requirements

Knowledges and Skills

  • Degree in relevant technical subject e.g. Facilities Management

  • At least 5 years relevant post graduate experience

  • Excellent staff management and project co-ordination skills

  • Having environment sustainability initiatives

  • Capable of working to organizational policies specifically to Procurement policy,  Confidentiality and Data Privacy Policy

  • Applies good understanding of HKSAR building codes and standards

  • Applies good knowledge in building repairs, maintenance and site safety

  • Applies good knowledge and practices in property management in relation to budget control and site staff management is essential

  • Knowledge of HKSAR Buildings, Health & Safety Ordinances

  • Problem-solving skills to identify and resolve issues promptly

  • Leadership to inspire and motivate teams to foster a positive working environment

  • Teamwork to collaborate effectively with various departments and external parties.
