As part of the Central IT at City University of Hong Kong, Enterprise Solutions Office (ESU) is responsible for managing the University’s central information systems, as well as integrating advanced technology into the administrative processes of the University.
The Data Architect will be responsible for designing, building and maintaining the data platform to meet the evolving business needs in daily operation and digital transformation of the University. The appointee will work closely with stakeholders across the University to understand and translate their data needs into effective technical systems and solutions.
Duties

Data Strategy:
-
Develop and implement a comprehensive data strategy aligned with the University’s mission and vision while taking full advantage of generative artificial intelligence and other value-adding technologies;

Lead in defining data governance policies and standards to ensure data quality, security, and compliance;
-
Provide technical consultancy and feasibility studies on business requirements; and
-
Oversee data lifecycle management, including data acquisition, storage, processing, analysis, and protection.

Data Architecture/Management:
-
Design, develop and manage data architectures, including data models, data lakehouses/warehouses, and data marts;

Select appropriate data technologies and tools based on performance, scalability, and cost-effectiveness;

Ensure data integration and interoperability across various systems and applications; and
-
Provide training to other IT teams and/or end-users on all processes and tools being used, while attending to and advocating for user needs in a client-centric way.

Data Analytics & Governance:
-
Design and implement robust data analytics frameworks;

Collaborate with key stakeholders to leverage data insights for decision-making;

Support the development of data analytics and reporting capabilities, particularly on the administrative and operational needs of the University;

Implement data governance frameworks and policies to protect data privacy and security; and
-
Conduct regular data audits and assessments to identify and address data quality issues.

Requirements
-
A Bachelor’s degree in Computer Science, Information Technology, Data Science or related disciplines with at least 10 years’ relevant post-qualification work experience;

At least 5 years of work experience in data architecture, modelling, and warehousing;

Proven experience in project management and implementation;
-
Strong understanding of data management concepts, including data quality, metadata management, and data security;

Hands-on experience in designing enterprise data platforms and solutions incorporating big data, AI system and Cloud (Microsoft Azure is a plus);

Demonstrated experience of turning business use case and requirements to technical solutions;

Solid understanding in latest innovation and technology trends including AI tools;

Strong proficiency in one or more of the following technologies: Python, Java, MySQL, SQL, MongoDB, Oracle, Alteryx, Power BI, Qlik Sense, Tableau;

Strong analytical and problem-solving skills, with the ability to make data-driven decisions;

Good communication and interpersonal skills, with the ability to effectively collaborate with stakeholders;
-
Ability to work independently and as part of a team in a fast-paced, deadline-driven environment, with strong leadership skills and commitment; and
-
Proficient in both written and spoken English and Chinese.

Experience working in Higher Education sector would be an advantage.

Salary and Conditions of Service
Remuneration package will be highly competitive, commensurate with qualifications and experience. Appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes.
