The Library of City University of Hong Kong is seeking an energetic, experienced and strategic professional with proven leadership to manage, develop, and maintain different library systems, websites, and IT services to support teaching, learning and research activities of the University community in a dynamic academic environment.

Duties

The appointee will head a team of staff to take care of Library Systems, manage the provision of IT equipment and facilities as well as provide IT solutions for library projects and initiatives. S/he is expected to keep abreast of the latest IT technologies and service trends so as to identify and develop opportunities to integrate emerging technologies into Library services and operations. 

The appointee will be required to:

  1. Oversee and manage the Library’s Integrated Library System to support the workflows of different frontline and backend Library operations and user services;
  2. Enable and ensure authenticated and license-compliant access for the use of Library-subscribed electronic resources;
  3. Manage the Library’s website to facilitate the discovery of and access to the services and resources;
  4. Plan and oversee the provision of all IT equipment and facilities in the Library and manage IT Help desk services;
  5. Organise and conduct training workshops on the use of Library’s MakerSpace and liaise with faculty for opportunities to embed training into related courses;
  6. Plan and develop virtual user services to transform the mode of service delivery to a platform that reaches out to users anywhere and anytime to enhance user experience;
  7. Devise and develop viable and cost-effective IT solutions to automate different Library workflows to streamline processes, increase efficiency, enable data analysis, and facilitate decision-making;
  8. Offer technical advice, project management, and implementation support to new IT-related initiatives and projects of different Sections in the Library;
  9. Coordinate with the University’s Central IT Offices on Library service enhancement, compliance, and enforcement of institutional IT policies, standards, and development goals; and
  10. Represent the Library in IT project working groups or sub-committees under the Joint University Librarians Advisory Committee (JULAC).

Requirements

  1. A Bachelor's degree in IT-related disciplines plus a recognised post-graduate degree in Library Science or Library and Information Science (or equivalent);
  2. At least 12 years of professional working experience in project management, systems development and management or related responsibilities, preferably in an academic library setting;
  3. Good command of written and spoken English and Chinese;
  4. Demonstrated experience with web-based development and software integration, for instance using REST APIs, and JSON or XML for data interoperability;
  5. Experience with indexing search platform configuration, such as Apache Solr and/or Elasticsearch;
  6. Working knowledge of programming language, web application technologies (such as Java, PHP, Ruby, CSS, Javascript, HTML/XML, etc.), web content development tools and emerging web technologies in academic libraries;
  7. Demonstrated understanding of client/server environment and experience working with environments such as Microsoft Windows Server, UNIX/Linux, Oracle/SQL Server, etc.;
  8. Self-motivation and capability in working independently and within a team environment; and
  9. Excellent interpersonal, leadership, analytical, organisational, problem-solving, and communication skills.
  10. Experience in working with the Alma library system and Primo discovery platform preferred;
  11. Working knowledge with integrated library systems as well as related discovery products preferred;
  12. Experience in developing and managing a current research information system is a plus.

Salary and Conditions of Service

Remuneration package will be highly competitive, commensurate with qualifications and experience. Appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes.
