Manager, Foster Care Services

Key Responsibilities:

• Children Services

  • Lead foster care service delivery, ensuring compliance with Social Welfare Department requirements and Mother’s Choice’s policies.

  • Monitor intake processes to maintain responsiveness, quality standards, and collaborative relationships with referral and peer organizations.

  • Identify opportunities to enhance fostering practices in Hong Kong, implement strategic solutions and foster care team development to improve service quality.

• Case Management

  • Supervise social workers and uphold professional case management standards.

  • Provide guidance on complex or high-risk cases, ensuring timely intervention.

  • Collaborate with external partners to support team training and development.

• Foster Family Recruitment & Training:

  • Oversee recruitment, vetting, and retention of foster families per SWD and internal standards.

  • Ensure training content is current, relevant, and child-focused.

  • Lead community engagement and public education to promote foster care.

  • Support foster families through ongoing training, events, and resources.

• Administration & Operations:

  • Ensure compliance with policies, regulatory standards, and funding requirements.

  • Manage daily operations, service quality, and team capacity.

  • Lead budget planning, financial oversight, and performance monitoring.

  • Prepare internal reports and external documentation; manage complaints professionally.

Requirements:

• Bachelor’s degree or above in Social Work; Registered Social Worker in Hong Kong.

• Minimum 8 years' experience in child and family services, with 3+ years in a managerial or senior role.

• Strong leadership, people, and project management skills.

• Excellent communication in English and Chinese; strong interpersonal and analytical skills.

• Sound knowledge of child development, child protection, and family services in Hong Kong.
